XTCE authoring and stream processing tools.

- Almost usable for telemetry processing! I am currently searching for systems to test against.
- You can currently define an XTCE document using the LISP DSL and export it to XML.
This is a Common Lisp project using SBCL.
Use SBCL and EMACS with SLIME.
