Dependbot like functionality for infrastructure items

Can we make a bot like Dependbot but for infrastructure items?

For example:

• when the kops/gke/eks cluster needs to be updated, all of the version numbers and things are in git. We just need to know where it is and then track and help them update those.
• Helm charts has updates. Like if someone is using the prometheus-operator and there is an update, this bot can update the version numbers. Maybe even show them some of the new features.
• Instances AMI images - CoreOS updates their images all the time but it is a pain to track and maintain this. Can this bot track that for us, and produce the PR that has the updated image version?

Testing

• Of course this is all prereq'ed on there is testing for everything. That each unit can run in a pipeline, launched into it's own environment for testing, then a gradual rollout and testing in each env.
