After the move to mpas_tools 0.19.0 (#559), builds on non-E3SM Linux and OSX machines are broken because mpas_tools is only available for libnetcdf >=4.9.1 but pnetcdf and scorpio have not yet been built for this newer version.

The issue is complicated by the fact that I haven't been able to build these libraries successfully with the newer libnetcdf version. So it seems we will need to build mpas_tools 0.19.0 with the older version of libnetcdf, 4.8.1, instead.

Should be fixed once conda-forge/mpas_tools-feedstock#68 gets merged.
