"Is Empty" sort for "genres" does not work.

What happened?

When attempting to sort for "Is Empty" for genre, all series are still displayed. I made sure that every issue in the series was tagged with a genre, and this did not fix the issue.

What did you expect?

Fix the filter to properly display series/issues with no genre tag.
