Add support in Flow job to let users disable notifications without removing themselves from mapping.
Right now the only way to disable notifications is to remove the entry. It would be nice to maintain a mapping of all GH users to Teams members, and let folks disable the notifications. We could also add separate options for PR notifications and Issue notifications.
