the syntax test suite is causing an assertion failure on master

Look at the CI job test x86_64-linux-gnuassertrr:

julia: /cache/build/builder-amdci4-6/julialang/julia-master/src/module.c:666: module_import_: Assertion `decode_restriction_kind(pku) == BINDING_KIND_GLOBAL || jl_bkind_is_some_constant(decode_restriction_kind(pku))' failed.

Looking at the logs, this seems to have been caused by #54788, I think after that PR was merged, the CI job mentioned above always fails with the above assertion.
