`halve(::Dictionary)` not implemented #71

using ThreadsX, Dictionaries
julia> maximum(dictionary([1 => 10, 2 => 20]))
20

julia> ThreadsX.maximum(dictionary([1 => 10, 2 => 20]))
ERROR: MethodError: no method matching halve(::Dictionary{Int64, Int64})

This should work, either by making halve more generic or by implementing it with a Dictionaries extension. Thoughts?
