Update Migrate Source CSV to 8.x-3.2

Islandora's composer.json refers to "drupal/migrate_source_csv" : "^2.1" allowing 8.x-2.2 but that version dates from 30 May 2018 and a more recent version 8.x-3.2 from 13 December 2019 is available.

There's a change record for the major version bump which will require some re-writing: https://www.drupal.org/node/3060246.

This has been upgraded in core Islandora because it was done in D9.
