Cannot reproduce, did not do anything unusual but publish a simple dataset with two files. It appeared to publish, got v1.0 but dataset remained locked and there was this server log entry:

publish_locked.txt

In IQSS/dataverse.harvard.edu#203, I wrote about cases that sound very similar.
