Documentation: Better document various timeouts affecting Dataverse, especially file upload/download

As we have gained more experience with different partners and file sizes have increased, we are running into timeout limits. These in many cases can be adjusted, eg. apache proxy timeout mentioned in the Shibboleth section of the guides, but the knowledge gained by our community members has not yet been presented in the guides in an easy to find place.

FWIW: The advanced config guide might be a good spot. Hopefully we can mine some of the community emails and issue discussions to get a list that could be put in the guides.

This might be a good opportunity to rewrite the Shibboleth and Apache docs because they were originally written as if you only need Apache if you run Shibboleth but these days we recommend Apache for simple things like not dealing with HTTP certs in Glassfish/Payara. Basically, we could give more prominence to Apache (its own page perhaps, even) and in the Shibboleth section we could refer to the Apache docs.

I would be willing to contribute some words about Nginx for all those not using Shibboleth.

Lots of problems you saw with Apache didn't happen to us (yet?). I assume Nginx might have a role in that.
