Description

The ibm_scc_provider_type_instance resource requires you to pass a value for provider_type_id, however the ibm_scc_provider_type data lookup only allows you to do a lookup by ID.
This makes it impossible to use ibm_scc_provider_type_instance without already knowing the ID.
