The plugin is currently include in the HikaShop packages ; if you are using HikaShop there is no need to download this specific version because you would have a more recent version with HikaShop.
During 2012, we needed to make some modification in the plugin, for fixes and improvements ; that's why Obsidev originally created this repository, in order to have a public trace of the modifications. Then the HikaShop team continue to maintain the plugin directly in HikaShop, so the plugin might not be perfectly up-to-date here.
