In the PDF version, all crosslinks to other sections in the manual are broken and refer to local files instead.

Known issue, see https://github.com/HollowMan6/mdbook-pdf#common-issues

They are preparing a fix, but it might take some time still. See rust-lang/mdBook#1738
