Compare the integrated DSL to the integrated OACC port done on M0

Following the stop of porting to OACC, we have cleaned up OACC from the stack. Here's the latest stack using OACC

  • @env: tag 4.9.3+CUDA+Updated-GT4Py/DaCe
  • @cmake: tag 3.29.0+OpenACC
  • @GEOSgcm_GridComp: tag `2.1.3+moist-zero-divide-fix+aqua-planet-def``
