This PR moves MAPL and the CI to use Baselibs 7.29.0 by default. This is needed for use of ESMF 8.8.0, mainly in MAPL3, but might be needed in MAPL2 as well. For now though, we do not enforce ESMF 8.8.0 in CMake (MAPL3 will in #3331)
We also update the ESMA_cmake to the latest version
