For reasons I can't quite figure out now, the debug build of GEOSadas in CI is just...having issues. I can't duplicate on discover, so I'm stuck. But, I also realized that we don't build GEOSadas as Debug anyway in reality, so let's build GEOSadas in CI as we do in real life as Release.
I think this fixes the issue!
