Currently, the grid associated with tiles (we call it tilegrid) in MAPL_LocStreamMod.F90 uses indexFlag=ESMF_INDEX_USER. While this usage was appropriate in MAPL where we allocate the data pointer to the filed, it prevents us to use field allocating done by the ESMF framework
