[NDSL] Merge all RUN components under one critical path

Once all sub-component are running on DSL, we should work on bringing them under a single call to reduce cpu/gpu data transfer. This will require porting the in-between code that wasn't covered by the other tasks and probably refactor on Fortran and the SI team know-how.
