It could be helpful for clients to be able to get a current list of servers they can talk to.

Is this a call to zookeeper or a live Skuld node?

I'd say it would return node/peers.

Oops, I was meaning "does our HTTP call go to Zookeeper or Skuld?" but we're talking about an HTTP interface so it's obviously going to Skuld.
