Claiming namespace hashicorp #993

Hi 👋🏻
We would like to claim the hashicorp namespace so that we can publish https://open-vsx.org/extension/hashicorp/terraform ourselves from our CI.

By we I mean

We are both HashiCorp employees and maintainers of https://github.com/hashicorp/vscode-terraform and we have both logged into open-vsx.org and signed the Eclipse Foundation Open VSX Publisher Agreement.

Side note: We'd like to give @dbanck access too but he's on parental leave currently and I imagine he'd first have to create the OpenVSX account. What's the process for granting him access to our namespace later?

@radeksimko You're good to go. You and @jpogan are owners of the name space now. When your colleague comes back to leave, as owners you can add them.
