Want more informative error message when you need to specify --user-compset #1313

When you neglect to specify --user-compset, you get this message:

[yslogin4:/glade/p/work/sacks/cime/scripts]$ ./create_newcase -case test_a_user -compset 1850_DATM%NYF_SLND_DICE%SSMI_DOCN%DOM_DROF%NYF_SGLC_SWAV -res f45_g37_rx1
ERROR: Could not find a compset match for either alias or longname in 1850_DATM%NYF_SLND_DICE%SSMI_DOCN%DOM_DROF%NYF_SGLC_SWAV

It would be better if the message directed you to specify --user-compset

Change EC60to30v3 timestep from 15-min to 30-min

In our performance and testing work, we found that the EC60to30 may be
run with a 30 minute timestep, from 15 minutes previously. This will
nearly double the speed of the ocean component.

Tested with two-year A_WCYCL2000S.ne30_oECv3_ICG.anvil comparisons
and a 200+ year GMPAS-IAF.T62_oECv3.anvil run.
