CESM specific - activated atm/ocn flux scheme2

Specific notes

Previously, the atm/ocn flux scheme2 did not have a hook for activation. This PR creates that hook.
Meg Fowler carried out a one year run with scheme2 active, but I think things are looking reasonable.

Any User Interface Changes (namelist or namelist defaults changes)? Yes - for CESM a new namelist flag for the atm/ocn flux scheme was introduced- ocn_surface_flux_scheme. By default this is set to 0.

Testing performed

Testing performed if application target is CESM:

• ran ERS_Ld7.f19_g17.B1850.cheyenne_intel.allactive-defaultio and verified that it was bfb with cesm2_3_alpha09c
