Description of changes

fixes to get can CAM single column SCT test to pass

Specific notes

The problem found in the CAM single column tests is that the nearest neighbor lats and lons need to come in from the same mesh file that CAM uses and not the lnd domain file which specifies the land mask. This PR accomplishes this.
This PR must also be accompanied by a CAM and CICE PR that turns off weight correction factors when all of the components share the same mesh file.

Testing performed

The following test now passes: SCT_D_Ln7_Vnuopc.T42_T42_mg17.QPC5.cheyenne_intel.cam-scm_prep
