ICE error using oneapi/eng-compiler/2022.12.30.005 in E3SM regression test run on Sunspot

This is a potential compiler bug, however, I created the same structure of the simple code, and the compiler is ok with it. I have identified the code that causes this ICE error, but can't be reproduced yet.
