config_grids.xml currently specifies domain file domain.ocn.oQU240wLI.160929.nc, which does not exist. When we were generating the grids with the "wLI" suffix, the domain files were generated with "_mask" and "_nomask", with the "_mask" versions used for the domain files.

Fix domain file name for oQU240wLI

The domain for ocn/ice grid oQU240wLI was pointing to a non-existent
file. This replaces it with the correct file.

Fixes #5579

[BFB] for all currently tested configurations
