First reported in #1766, Issue D14

A blank line above a file header only reported SA1517 in classic StyleCop. In the current analyzer it reports both SA1517 and SA1633.

Our file header diagnostics should be resilient to this condition. Marking as a 🐛 which is up for grabs.
