Add overlay that changes right mouse click behavior in selection modes

if a selection is in progress, right mouse click should cancel the selection instead of exiting out of the mode

Can we do this for the work order condition adjective menu? Right-clicking there exits back to the work order list instead of closing the menu. (Bug#0013019)
