Add Layout Manager permissions to Site Manager role

In order for users on migrated sites to fix issues around blocks placed with Context not migrating, we'd like to add all permissions associated with Layout Manager to the Site Manager role as well.

This means any Site Manager will have access to the Block Layout tool, and Site Managers will be able to add the Layout Manager role on to other user accounts.
