We constantly redeclare costants such as:

  • opcodes and their underlying bytes
  • llarge, llargeMO, ssmall, ssmallMO, mmedium, mmediumMO, ...
  • phase numbers
  • 4 RLP prefix
  • Create2 prefix
  • ...

We need a single constants.lisp file which doesn't belong to any module.
