Ask users for permission to manage datasets with tickets from https://de.cyverse.org/terrain/secured/filesystem/tickets. This allows a plantit iRODS service account to handle data transfers on their behalf for faster file transfers and less load on Terrain (depends on Computational-Plant-Science/pycyapi#23)

Prioritizing to take the load off Terrain, avoid intermittent HTTP errors, and better transfer speeds
