Installing MicroWin / Windows 11 Pro on ARM (in Parallels) results in product key not working. #3146

Describe the bug

During the initial stage of Windows 11 Setup in Parallels on ARM, on the Product Key view, no product works. I've tried several keys from my key inventory. The message is that "This key doesn't work with this operating system. Try a different key." Using the same key with a normal ISO setup works fine and the same key was accepted. (Based on Win11_24H2_English_Arm64.iso)

Steps to reproduce

  1. In Parallels, create a new VM.
  2. Select the new microwin.iso.
  3. Make sure manual installation is checked.
  4. The installation will start normally, selecting Windows 11 Pro.
  5. Click through until you get to the Product key view.
  6. Attempt to enter a key.

Expected behavior

As per MSFT Windows ARM documents, any Windows 11 Pro key should work. I should be able to use available keys from my Visual Studio subscription.

Additional context

The microwin.iso was created in another parallels VM. Clicking on "I don't have a product key" also results in the setup failing.

@tgoeke, don't continue the installation of the MicroWin image.

If you continue, the installation will either fail or not give the results you want due to the unattended answer file that is applied only supporting AMD64 systems and not Windows on ARM.

Keep this issue open, though. This will be fixed.
