HIGH use of ram and low performance in tweaks

my pc is a hp victus 15 and i have an issue with ctt tool, it is that when i do the tweaks and the ultimate optimization button it does slow down my pc and i want to fix that

Steps to reproduce

1. Powershell and run as administrator then paste the link and confirm then go to tweaks

2. add and activate ultimate performance profile then select Standard in recommended selections and press run tweaks then undo tweaks and remove ultimate performance profile

3. See the error.

Expected behavior

Low performance on everything and ur ram is on higher use than before while doing nothing
