It looks like we've missed setting this value in MOM_input:

From the MOM_docs output

WIND_STAGGER = "C"              ! default = "C"
                                ! A case-insensitive character string to indicate the staggering of the input
                                ! wind stress field.  Valid values are 'A', 'B', or 'C'.

This should be A unless i've misunderstood something.

The value is hardcoded to A with the CESMCOUPLED directive. So I think we're okay, but I agree this is unclear and we should probably also set it in MOM_input for clarity.
