Question regarding minSdk changes from 21 to 23

Hi,

Coming from flutter library https://github.com/RodrigoSMarques/flutter_branch_sdk

Not really a bug but noticed that #1213 bump minSdk to 23 in 5.12.3 release, any reason for this changes? This breaking changes didn't specify in the changelog and I don't think the version should be incremented by patch as it involves breaking change like increase minSdk.
