GTX 980 TI only works at 15% performance #2

Platform: Windows 10
GPU: GTX 980 TI
Driver: 417.35 NVIDIA official

It can only mines at 0.7 -1.8 sol/s. theoretically it should be ~ 7 sol/s.

on TESTNET 3 of which the GUI wallet has the built-in GPU mining, it seemed to work fine. I could mine >10000 TEST BEAM per day.
