Point of need data reuse information near data download button

Could add data license information | data citation information | data reuse information near the data download button. This would allow users to understand the compliance side of "how can I reuse this data?" at the point of download.

@ashepherd is the download intended to be public? I wasn't sure what the DM view only note included.

And a reminder, I mentioned before I think we should consider how confusing it will be if we put out two separate csv products.

I don't know if everyone understands the changes ERDDAP makes so this breaks down at least a few we really need to be careful not to confuse people with two different formats of a dataset as csv.
