Capture filter values in query params

This way we can share links of the filtered view.

I think this is a "nice to have" not need thing. But could make communication easier. Say data for station X is messed up. We could give them a link directly to the problem.

If we do this we should make sure any columns that are filtered are also highlighted. So it is clear if someone is seeing a filtered view.
