Describe the bug
When target framework is .NET Framework then creating/updating/deleting CosmosDB Resources fails with: Long Running operation fails with "code": "Unauthorized" and "message":"Unable to authenticate the request. The request requires valid user authentication."
The resource is created but it is reported as Failing. Expected behavior
The operation should not fail and the created resource should be returned.
