[FEATURE REQ] Try to upgrade spring-boot's version to 2.6.0-M2, and upgrade 3rd-party dependencies version. #23686

Not merge to main branch, just run tests, find pipeline failures and fix them.

The test of upgrading spring boot to 2.6.0-M2 has been completed and can be merged when appropriate. I will close this issue and open it again when needed.
