Example Deploying Resource Group

I can create an ARM template to deploy a bunch of empty resource-group(s) using the az cli.
Is there a way to perform the same action using Microsoft.Azure.Management.Fluent?

i.e.

az deployment sub create --name rgCreateTest --location eastus2 -f resource-group-template.json
