feat(vc): block proposals should provide a list of transactions as well as the archive

Overview

For the sake of getting things working the validator receives blocks that sign over the archiver, and not lists of transactions. They also do not re ex.

We will need to either sign lists of transactions or re ex.

Short term I think the re-ex is fine, but it still needs the list of transactions for that as well.
