Overview

follow on from: #10053 which introduces a blob sidecar emulation service for e2e tests.

The sandbox will need to continue functioning post blobs integration. To avoid having to run a full CL client inside the sandbox, we can use the emulated blob service and run it in the same docker compose ( or container ).
