/file with do_minify=false, fix reply already sent errors

When hitting a url like http://localhost:4747/file?path=dashicons.css, which sets do_minify=false, fastify is spamming the console with several "reply already sent" errors. The "don't minify" paths need to return after sending a response to fix this.
