External configuration management should be disabled during tests

Configuration mgmt. introduced in #83 should not be enabled during unit and integration tests. Instead simple properties from src/test/resources should be taken.

Note that during development and on production external configuration must be enabled and no default configuration file from CLASSPATH should be loaded.
